One hundred and ninety-three nations have gathered, as they do every September, to conduct international business, to make speeches about peace and security and the rule of law, and to perform the elaborate theatre of multilateralism that gives the world’s most powerful governments a veneer of collective legitimacy. It is a deeply imperfect institution at the best of times but it is the closest thing the world has to a parliament of nations, and the United States, as the host country, is **legally obligated** under the *UN Headquarters Agreement* to grant visas to any and all delegations attending it. Unless, of course, the delegation is Palestinian. For the second year in a row, the US regime has denied Mahmoud Abbas, president of the Palestinian Authority, a visa to enter the United States and address the General Assembly in person. The State Department’s justification was that the Palestinian Authority and the Palestine Liberation Organisation have failed to live up to their commitments to Washington. (Lol.) The specific failures that they cited include the PA’s pursuit of Israel through the International Criminal Court and the International Court of Justice, and its efforts to secure wider international recognition of Palestinian statehood. In other words, the United States has banned the Palestinian leadership from the United Nations for the crime of using international law to combat ethic cleansing. This is the much touted rules-based international order, enforcing itself, in public, in New York. The UNGA voted 145 to 5 to allow Abbas to address the assembly by video instead. But here is the detail that makes this story particularly revealing for me (and that the Western media will largely skip past in its coverage). Mahmoud Abbas and the Palestinian Authority are not a radical organisation by any reasonable measure, . They are not Hamas. They are not armed resistance. They are, in the blunt assessment of a very very large proportion of Palestinians, collaborators with the Israeli occupation, a leadership that has spent decades coordinating with Israeli security forces, suppressing Palestinian dissent, and providing the occupation with the administrative cover it needs to function. The PA’s security cooperation with Israel is so extensive and so well-documented that Palestinian critics have a word for it. They call it ‘security coordination’ and they mean it as a derogatory accusation. This is the organisation the United States has decided is too dangerous to let into the building. Not because it is too radical, but because it went to the ICC. Because it asked the ICJ for an opinion on the legality of Israel’s occupation, an opinion the court duly provided, finding that Israel’s presence in the occupied Palestinian territories is unlawful and must end as rapidly as possible. Because it had the temerity to pursue the entirely legal, entirely peaceful, entirely diplomatic channels that the Western liberal order has spent decades insisting are the correct and legitimate way to resolve disputes. The PA did exactly what it was supposed to do, and it was banned from the United Nations for it. The message this sends is not particularly subtle. If the most moderate, most cooperative and most Israel-adjacent Palestinian political leadership in existence is still too much for Washington to tolerate at a podium in New York, then there is never going to be an iteration of of Palestinian representation that America will accept. Not armed resistance because that is ‘terrorism’. Not the ICC because that is ‘undermining peace’. Not the ICJ because that is ‘internationalising the conflict. Not diplomacy, not statehood recognition, not a suit and a speech at the General Assembly. The bar is not moderation and it has never been moderation. Bush in Aqaba, Jordan, 4 June 2003.** ## the ‘rules-based order’ strikes again! The UN Headquarters Agreement is not ambiguous. The United States is the host nation and as the host nation is legally obligated to grant visas to foreign delegations invited to participate in UN proceedings. This is not a courtesy but a binding international obligation. The US has broken it, for the second consecutive year, specifically to prevent the representative of a people undergoing a documented genocide from addressing the world’s parliament. And the justification offered is that Palestine went to court. It is worth sitting with that for a moment. The State Department has explicitly stated that one of its reasons for banning Palestinian officials is that they have been pursuing Israel at the International Criminal Court and the International Court of Justice. These are institutions the United States helped create. They are the centrepiece of the post-war international legal order that Washington has spent eighty years presenting to the world as the alternative to might-makes-right. And the US is now sanctioning people for using them, because the people using them are using them against Israel, and Israel is the one country in the world for which the rules-based international order has always had a standing exemption. Calls have already emerged to move the UN’s major meeting on Palestine to Geneva, which is precisely what happened decades ago the last time the US pulled this particular manoeuvre. The irony of the world’s parliament being driven out of its own host city by the host city’s government, because the host city’s government cannot tolerate a Palestinian speaking in it, is the kind of irony that would be funny if the context were not a genocide that has now killed more than 73,000 people in Gaza alone. Palestine is recognised by 157 UN member states, more than 80% of the organisation’s membership. The United States recognises Israel’s right to conduct a genocide and is currently processing a new arms package for the IDF. These two facts exist in the same week, in the same institution, administered by the same government that lectures the world about the rules-based international order every time Russia does something it disapproves of. The PA is compromised. Abbas is not a hero. Palestinian civil society has been saying this for years, and they are right. But even the collaborators are too much for Washington now. Even the people who coordinate with Israeli security forces, who have spent decades making the occupation more manageable, who chose the suit and the podium over every other option available to them, are being told they cannot speak. If that does not tell you what this is actually about, nothing will. And on that thought, I will let you go.
