As the United Nations prepares to end its long-running peacekeeping operation in South Lebanon, major European powers have set out their plans to deploy a military contingent to the country within months. Rejecting the possibility of replicating the widely respected UNIFIL mission, France’s Minister for Foreign Affairs, Jean-Noël Barrot, [stressed](https://www.euronews.com/2026/10/12/eu-agrees-new-security-mission-in-lebanon-as-un-peacekeepers-prepare-to-leave?ref=aontachtmedia.ie) the new taskforce will instead be aimed at providing support to the Lebanese military in “border and maritime security” and in “combating drones”.

Defence Minister Helen McEntee has [stated](https://www.rte.ie/news/2026/1025/1596797-irish-troops-lebanon/?ref=aontachtmedia.ie) that she wishes to see Irish troops sent to Lebanon as part of the new EU mission. The deployment comes against the backdrop of Israeli and US pressure on the Lebanese government to suppress Hezbollah, the resistance movement founded in 1982 to fight the Israeli occupation of South Lebanon. Hezbollah is particularly active along the country’s southern and eastern borders, and is the only organisation within Lebanon with a meaningful military drone programme.

EU foreign policy Czar Kaja Kallas was elated by the prospect of the military adventure, which she said will deploy “in a couple of months”, adding “this is highly welcomed by the local authorities”. The Lebanese President Joseph Aoun has however cast doubt on this claimed enthusiasm when he instead called for the UN operation's mandate to be extended.

Major powers France, Spain and Germany are expected to take on leadership roles in the mission, with participation voluntary for all EU member states. The Irish Defence Forces are under no compulsion to send their troops, and have long been prevented from such participation by the ‘triple lock’ mechanism, effectively in force since 1960 and reaffirmed thereafter, which restricts foreign deployments to UN missions.

Independent Senator and retired Defence Forces soldier Tom Clonan pointed out that the missions which are proposed are unlike UN peacekeeping operations, but rather “are all peace enforcement, that is - essentially fighting”. He warned that defence forces personnel were being asked to participate in "some kind of task force or stabilisation force, and it will be a fighting force with no UN mandate". Irish neutrality, Mr Clonan concluded, was not a position which, once lost, could be restored in the eyes of the world: “when it's gone, it's gone”.

President Catherine Connolly will almost certainly be asked to sign the abolition of the triple lock into law by the end of the year. The Opposition has called for a referendum on the question, and Connolly is a longtime supporter of Irish military neutrality. Ominously, Defence Minister Helen McEntee has ruled out any future constitutional protections for military neutrality whatsoever, gesturing to the need to "respond to the changing world, to respond to evolving threats, to work closely with our partners, be it in the EU or beyond". Who or what these threats are, which necessitate the end of Irish military neutrality, the government cannot say.
